Learning HTML and CSS
There are plenty of websites that will help you on your way...
...to name but a few. If you need more try doing a search in your favorite search engine.
Even with these websites it is reccomended you get a book or two to study and use as a referance. Here are some books I would reccomend to beginners.

A bit more advanced than the "for Dummies" series but alot more comprehensive. Though more advanced it is still a good introduction to web design. |
Head First HTML with CSS & XHTML Great reviews for this book. It has everything you need to know about HTML and CSS as well as revealing many of the misconceptions associated with them. |
